Contributors are typically operators, researchers, or engineers with deployable capability who operate in regulated or high-consequence environments.

Participation is subject to export control and sanctions compliance. 308 cannot engage contributors who are nationals of, resident in, or acting on behalf of jurisdictions subject to United States International Traffic in Arms Regulations (ITAR) restrictions, including controls under 22 CFR Parts 120–130, or equivalent allied export control regimes.

These constraints exist to protect contributors, clients, and programs from legal exposure and to ensure that capability developed or delivered through 308 can be lawfully deployed and sustained.
